For the readmission penalties, Medicare cuts as much as 3 percent for each patient, although the average is generally much lower. The patient safety penalties cost hospitals 1 percent of Medicare payments over the federal fiscal year, which runs from October through September. The vast majority of skilled nursing facilities will receive a penalty on their Medicare payments for fiscal 2019 for poor 30-day readmission rates back to hospitals, according to new CMS data. In 2011, 3.3 million hospital readmissions, with an associated cost of $41.3 billion, made reducing hospital readmissions a priority of the Affordable Care Act reform.
